1.    PROCEDURE FOR GRANT OF N.O.C (Res: or Comm:) FOR INDIVIDUAL PLOT                                                     

       BY ESTATE DIRECTORATE, QDA.

 Procedure

  1. Submission of application along with documents to Estate Directorate, QDA.
  2. Application by the owner of plot for NOC to Director Estate after submission of all dues
  3. CNIC of owner of the plot
  4. Original Allotment Order
  5. Payment / Installment Book

 

  1. Scrutiny of documents by the Estate Directorate
  2. If any observation found, allottee will be informed accordingly

If no observation found, Preparation and issuance of N.O.C by the Estate Directorate, QDA.

        BY BUILDING CONTROL SECTION, QDA

  4. Submission of detailed Drawings / Plans signed & stamped by an Architect duly Registered with Pakistan Council of Architects & Town Planners (PCATP )

iii.        If no observation found, allottee will submit the layout plan prepared by an Architect

PROCEDURE FOR GRANT OF PLANNING PERMISSION

AND N.O.C TO PRIVATE HOUSING SCHEMES.

  2. Registration certificate of FBR and BRA (Balochistan Revenue Authority)
  3. Certificate for availability of Electricity (QESCO)
  4. Certificate for availability of Gas (SSGC)
  5. Certificate for availability of Sewerage and sanitation (WASA)
  6. Certificate for availability of Telephone/ DSL net (PTCL)
  7. Environmental approval/clearance certificate (EPA)
  8. Registration certificate from Social Welfare / Industries Deptt.
  9. Planning Permission Fee (designated bank, NBP)

 

  1. Scrutiny of above certificates / documents
  2. If any observation found, letter will be addressed to the Owner
  • If no observation found, the case will be placed before the Private Housing Committee for consideration and visit of the site.

             Private Housing Committee consists of the following:

             Chief Engineer, QDA                         Chairman

             Director Works, QDA                         Member

              Director Town Planning             Member / Secretary

  1. Minutes of the Committee meeting will be issued
  2. If any observation found, letter will be addressed to the Owner
  3. If no observation found, Director T.P will submit the case for approval to DG QDA.
  • After approval of DG QDA, advertisement will be made in the newspaper regarding any objection by general public. (Advertisement charges will be paid by the owner of the scheme).
  • After seven days from the date of advertisement in the newspaper, Planning permission will be granted to the owner of the scheme by Director Town Planning, QDA.

 

  1. Provision of Documents / Drawings for obtaining N.O.C of the scheme
  2. Survey plan, 4 sets ammonia print
  3. Layout plan, 4 sets ammonia print
  4. Location plan, 4 sets ammonia print
  5. General irrevocable Power of Attorney (duly Registered with Sub Registrar Quetta) if land is not mutated in the name of sponsor / developer
  6. Scrutiny Fee (designated bank, NBP)

 

  1. Scrutiny of above drawings will be made as per QDA T.P Rules
  2. If any observation found, letter will be addressed to the Owner
  • If no observation found, the case will be submitted to DG QDA for approval of NOC
  1. QDA will publish a Press-Release in Daily Newspapers regarding issuance of NOC of the scheme.
  2. Mortgage Deed / Agreement
  3. QDA will mortgage 30% of the salable residential plots to ensure the development activities as per approved layout plan and to secure the public interest.
  4. QDA will publish as advertisement in the Daily Newspapers regarding 30% mortgaged salable residential plots, clearing mentioning Block Nos, Plot Nos, and area of the plot etc.
  5. Mortgage Deed / Agreement will be executed on a stamp paper

 

  1. Development Activities Permit
  2. On provision of all the services drawings i.e Water supply, Electrification, Gasification, Sewerage etc., the Engineering Wing QDA will scrutinize the services drawings.
  3. If any observation found, letter will be addressed to the Owner
  4. If no observation found, the case will be submitted to DG QDA for approval of Development activities in the scheme.
