
PROCEDURE FOR GRANT OF PLANNING PERMISSION
AND N.O.C TO PRIVATE HOUSING SCHEMES.
Submission of application along with ownership documents on T.P Reception desk
- Mutation of land
- CNIC of Sponsor / Developer
- Aks e Shjara
- Location Plan
- Land use Certificate
- Non encumbrance certificate
- Water availability certificate
- Scrutiny of Documents by T.P Section and for Approval of DG QDA.
- After approval of application, letter will be issued for submission of “Certificates”.
- Provision of Certificates for obtaining Planning Permission
- Registration certificate of FBR and BRA (Balochistan Revenue Authority)
- Certificate for availability of Electricity (QESCO)
- Certificate for availability of Gas (SSGC)
- Certificate for availability of Sewerage and sanitation (WASA)
- Certificate for availability of Telephone/ DSL net (PTCL)
- Environmental approval/clearance certificate (EPA)
- Registration certificate from Social Welfare / Industries Deptt.
- Planning Permission Fee (designated bank, NBP)
- Scrutiny of above certificates / documents
- If any observation found, letter will be addressed to the Owner
- If no observation found, the case will be placed before the Private Housing Committee for consideration and visit of the site.
Private Housing Committee consists of the following:
Chief Engineer, QDA Chairman
Director Works, QDA Member
Director Town Planning Member / Secretary
- Minutes of the Committee meeting will be issued
- If any observation found, letter will be addressed to the Owner
- If no observation found, Director T.P will submit the case for approval to DG QDA.
- After approval of DG QDA, advertisement will be made in the newspaper regarding any objection by general public. (Advertisement charges will be paid by the owner of the scheme).
- After seven days from the date of advertisement in the newspaper, Planning permission will be granted to the owner of the scheme by Director Town Planning, QDA.
- Provision of Documents / Drawings for obtaining N.O.C of the scheme
- Survey plan, 4 sets ammonia print
- Layout plan, 4 sets ammonia print
- Location plan, 4 sets ammonia print
- General irrevocable Power of Attorney (duly Regustered with Sub Registrar Quetta) if land is not mutated in the name of sponsor / developer
- Scrutiny Fee (designated bank, NBP)
- Scrutiny of above drawings will be made as per QDA T.P Rules
- If any observation found, letter will be addressed to the Owner
- If no observation found, the case will be submitted to DG QDA for approval of NOC
- QDA will publish a Press-Release in Daily Newspapers regarding issuance of NOC of the scheme.
- Mortgage Deed / Agreement
- QDA will mortgage 30% of the salable residential plots to ensure the development activities as per approved layout plan and to secure the public interest.
- QDA will publish as advertisement in the Daily Newspapers regarding 30% mortgaged salable residential plots, clearing mentioning Block Nos, Plot Nos, and area of the plot etc.
- Mortgage Deed / Agreement will be executed on a stamp paper
- Development Activities Permit
- On provision of all the services drawings i.e Water supply, Electrification, Gasification, Sewerage etc., the Engineering Wing QDA will scrutinize the services drawings.
- If any observation found, letter will be addressed to the Owner
- If no observation found, the case will be submitted to DG QDA for approval of Development activities in the scheme.
